I posted this directly from the criminal complaint on the "Banned" thread yesterday. "I wish the journalists had provided a clearer chronology. I'm still not sure when Royer hooked up with Cleveland, and when Cleveland "introduced" Royer to Elgindy. My impression, which may be wrong, was that Royer wasn't passing on info for very long; maybe for a year, maybe less." Royer and Cleveland were already involved in 1999. C introduced R and A@P in late 1999. Payments to Royer didn't start, however, until Nov 2000. And, I should note, the complaint specifies that the payments to R. were coming from C. (although they could have gone from A --> C --> R.
