Z, No, just enough founding fathers in Congress to get amendments passed at the time did. The results that the Founding Fathers produced reflects their collective will. It matters not whether 49% of them felt differently on a particular issue, for like the electorate today, you can't satisfy every wish of everyone all of the time. Tenchusatsu
