This sentence says that NASA and NOAA are measuring ocean and atmospheric data, which we knew. It also says that we can expect to see a clear link among various earth cycles, including tectonics and warming. It does not say that NOAA and NASA believe that there is such a link. The sentence was cleverly constructed to imply, to the unobservant, that these ideas are supported by reputable US government scientists.
If you really want to show that NASA or NOAA scientists agree with this (rather nutty) hypothesis, you'll need to find direct quotes by such scientists. Then if you want to enlist the full weight of the organisations, you'll need to show that such scientists are taken seriously.
