A strong component to be sure, and stronger among the Germans. But dominant? I doubt it. Without the long cultural tradition of anti-Semitism to draw on and enhance, I don't think Hitler could have counted on obedience. As a demonstration of this, look at the Nazi policy of killing mental defectives. They got real resistance to this policy and had to back off it somewhat. Mere obedience to authority didn't carry the day everywhere for them.
