The detail is that (a) the fly paper team costed USD 200 bil, and will be rapidly force marched towards USD 1 trillion, with a T before the next interim review is up; (b) the fly paper strategy is actually causing more flies to spontaneously generate, all over the place; and (c) the strategy is ultimately self-defeating, not effective, and just waiting for yet another new development in the see-saw of action-reaction, just is, again and once more, ad infinitum, ad nauseam, so on and so forth ... et cetera, and then it starts all over again

Perhaps it is all JAW (Just as Well), so that other less fundamental parts of the world can get on with doing what needs to be done, to welcome the abracadabra that should / could end all abracadabras, as in the end game stage of "Risk" (the board game), where another COW (Cabal of Willings) finally cleans up all while the main actors on the world stage are not paying attention.
