Why should one group of traders have unfair advantage in the market? Is that what you want to be on record for advocating? I don't think they should. But Tony didn't "pilfer" anything: it was offered to him. As I've said before, unless the journalists left an awful lot out, Tony didn't "induce corruption". Cleveland and Royer tried to make money using Royer's information. They didn't succeed in doing so, and then decided to bring in Tony.
