i think peter was smarter and going for the one big hit whilest tony was a pilferer, cheating to make a few extra bucks, but nothing that would change his life. Difference is tony seemed quite capable of making a legit living doing what he was and for some reason decided to cheat and break a few laws, whereas peter seems to run the same type of scam over again. Each time maybe he learns a little more and can do it without getting caught next time. We'll see :) According to Mike Ager, Peter was just as intimidating as tony was.
