I understand your point - it existed and was used, but on Dec 8th, 1941 lines queued at recruitment stations.

My dad got out of the army in '35 and was working in DC when the war started in Europe. He was recruited to return in late '39 as farsighted officials started preparing.

However, there is a perception of millions press-ganged in 41/42 and that wasn't happening until much later. After Pearl Harbor lots of men lined up.

But looking back at 39-41, the army was small and a build-up was required. The country was pacifistic and isolationist and wanted no part in another European war.

My dad took the last platoon he trained and hit the beaches in North Africa in the summer of '42 to fight our traditional enemy...

the french. Didn't see Germans for a couple of more weeks.
