That piece focused on the loss of freedom resulting from redistribution of the wealth via taxes and doles. There are other ways that governments restrict freedom. By "really free" I meant both. Sorry if that wasn't clear.

And I am assuming that definition would include all people everywhere

I had in mind the US government since that was the context of the piece on which I commented. But the principle is universal, seems to me. If you need an example of government restriction of freedom outside the tax/dole paradigm, the forced wearing of a burqa is a classic. Closer to home, since we've been talking about it, is conscription.
