I have read in the same document that Chou bought his 401,201 shares for $8,843,417. If you do the math, you come up with a much higher scrap value than $16...

$8,843,417 / 401,201 = $22.04

That's the average share price Chou paid for MCI: $22.04. This is the scrap value of MCI, as he sees it, and I bet that he bought a few more shares as the stock went down following his initial buys.
