WASHINGTON (CNN) -- Nearly $9 billion of money spent on Iraqi reconstruction is unaccounted for because of inefficiencies and bad management, according to a watchdog report published Sunday.


Bremer said publicly........what can you expect....Iraq was at war.......under those circumstances, its difficult to maintain good accounting practices.

Its seems the right only has high standards when its in reference to others and not themselves.
