"...believed to be a system of new spy satellites" Wonder where the R&D for this new system was performed? (not to mention where the money came from for R&D). Good thing publicly traded companies are run for profit and not special interest. Otherwise, it would make certain 'cost-plus' contracts within consortiums seem like collusion, not much unlike the '5 year' planning done in Russia. The strategy might be that 'if enough momentum gets behind a cost prohibitive project, it is easier to beg forgiveness than ask permission'. With a little $$$, everyone will eventually play ball.
