Clinton sent 80 cruise missiles into afghanistan after OBL while Bush went into Iraq NOT after OBL. Bush refused to pay any attention to Clinton's warnings about terrorism, refuse to heed his own FBI director's 40 warnings plus the PDB.

Bush decided that, if it was Clinton's priority it wasn't going to be his regardless of reality, he therefore decided that Russia (Rice the Russian specialist probably pushed her hubby) was the real threat and that the cold war was still going on.

Bush et al: ignored terrorism before and after 911 and let it rise in Iraq. AQ is now in 60 countries up from around 40 before.
