Why is SS excepted, given that it's being included as part of that "technically insolvent" U.S. budget?

Well, because in current period terms, it is not insolvent, whereas the US fed budget has been for decades...indeed, it has been borrowing SS surpluses, spending them and more. The interest we pay on the us budget deficit alone would be more than enough to right SS. Where's the outrage on that "crisis"
