This is such a different "war" and the comparisons are weak.

16.5 million men could not stop a bio, nuclear or chem attack. 10,000 men could not do much if one or two or more individuals decided to simultaneously detonate a suitcase bomb in specific cities. If there were a bio or chem attack, an "army" of medical personnel would be allot more effective than a huge military. Other than enforce a curfew, the military would be stymied as to how to approach and deal with that kind of "soldier."
