Kerry probably is concerned that about his treasonous acts becoming public knowledge. He does not know if he has the 2/3 majority of the Senate necessary to vote to forgive his treason. Thus not only would he owe $90,000 dollars collected when he missed work for 2004 alone, but he would be out of work.

He may be able to get mitigating press for lying, but until he signs, he is a piece of work.
