The odds of a major accident are extremely low if you have good rules and safety procedures. The problem is that a serious accident can poison a large area and force millions of people to move out of an area for hundreds of years. These kinds of risks are outside the normal range of human experience, and difficult for people to comprehend.

It could be a hundred years before the next major nuclear accident. But it will happen again eventually. People get complacent. Earthquakes happen on faults that scientists were unaware of. Etc, etc.
