Elimination of "preemptive doctrine", for sure.

Another measure could be the have a committee of women with children (young or old) approve or veto the war decision. Women tend to instinctively know the suffering to be caused by a war on both sides, empathising with mothers on both sides who will lose their beloved sons and daughters. Then, war would REALLY be a last resort :-)

If there was mandatory military service in the US, I doubt if Bush would be reelected, especially given his enthusiasm for expanding this war to Iran.
