I rather imagine it's because those power users (gamers in particular) are very competitive (given their category) plus there are those who have to have the fastest and best - no matter the cost.

My take is that they charge that because they can get it from those folks. The incremental cost to provide that speed can't be so much more as to justify the price so it's "charge what the traffic will bear," in my view.

The cost difference to provide 15 vs 5 is most likely nil, just the cost of tripping a switch and most likely a software one at that. JMHO.
