There is another one in Shannxi, invested $3.6 billion, using the technology from Sasol in S. Africa. And China now is also doing the research on their own, which will decrease the cost significantly.

And BTW, in case you did not realize<g>, China has had a new leadership since 2003, which has switched China back on a right track. At least up to now.
