"Responsible fishing" is possible for inshore waters, but not for offshore, as the water is considered international and even if it weren't, it would be impossible to police the vast oceans.

Imo, the problem cannot be attacked at the supply end. The suppliers will always use methods that are damaging to the stock, because that is the only way to satisfy the demand, and the only way to make a good living.

I am pretty adept at catching fish by various methods, but even if I devoted all my time to it I doubt I could keep more than 20 people at a time stocked (say a half pound a day) with quality seafood on a consistent basis. A viable commercial fishery has to keep hundreds or even thousands of people per fisherman stocked with quality seafood. The only way to do that is by being indiscriminate about what you kill.

Imo the only solution is to attack the demand side. Red Lobster has to go out of business, and seafood has to become prohibitively expensive.
