Well Mq, it seems that Vietnam has asked for assistance.

HANOI, Vietnam, Feb. 2 - Vietnam appealed for international assistance late Wednesday evening as bird flu continued to spread among people and poultry alike.

Now we'll see whether various countries leap to assist with $10 billion in preventative aid, such as enabling chicken farmers to kill all their birds without costing themselves money or a livelihood. They could become distributors of free, imported bug-free meat, for example. Or maybe a $10,000 reward for each H5N1 infected bird could be given. Hmmm, no, that wouldn't work as people would soon be breeding the damn bug to get the reward.
