Even with military retirement and medical care, homeland security, spending on fighting in Iraq and Afghanistan, and military related spending in the DOE, you still don't get close to 50%.

I guess if you don't count social security and medicare as part of the budget, and then you count any spending that is even vaguely related to the military you could come up with a figure like 50% but there doesn't seem much point in calculating the percentages that way unless your whole aim is to make the number as big as possible.
