A Series 7 licence from the SEC is only required for three very specific functions:
1) to open a brokerage account
2) to speak specifically about account costs ie commissions, fees, etc.
3) to enter an order to buy or sell a security

In all the ramblings from Ollie I have never seen anything that Berber or Moor did that required licensing. If this is his "10,000 hours of research", then he is out to lunch for 9,999.9 of them.
