Given the fact that there was at least a decade where there wasn't any growth at all, can you categorically state that it is impossible that there won't be a 30 year period in the future where it won't occur?

No I can't, nor is there any need to do so. I can't categorically state that it is impossible that there will not be a stock market, or a United States of America, or any life on earth 30 years from now.

Oh, for clarification, a 10% or so growth over 30 years would probably count as "flat or down".

If its flat to barely up, calling it flat to down is at best misleading. At least if you are talking about any amount of real growth. 10% nominal growth over 30 years could be negative real growth in which case "flat to down" would be accurate.
