And US citizens tend to one of two errors - 1) Assume everyone in the world can be negotiated with if 'we just communicate' - assume that every is like self interested Middle Americans who aren't fighting for survival and who are not ideologically driven 2) Project this monster 'world domination' image on other people. This is frequently done to compete for funding - there needs to be a very bad sceanairo to compete with all the other doomsday threats which want funding... The ohter frequent error is 'mirror imaging' assuming your adversary is like you...
