This lists the US monthly unemployment rate from 1964 through 2003. The years in question are 1993 through 2000. Here are the average rates for each of those years:

1993: 7.38
1994: 6.59
1995: 6.06
1996: 5.83
1997: 5.37
1998: 4.86
1999: 4.58
2000: 4.34

So, we sum these up and then divide by 8...

Sum of Unemployment Rates /8 = Average Unemployment Rate for Clinton

45/8 = 5.63% Average Unemployment Rate - The Clinton Years.

You are wrong again, Kenneth. Time to get a new talking point. :)
