Military action, Ms. Rice said in London, "is simply not on the agenda at this point in time." Asked repeatedly if the Bush administration favored "regime change" in Iran, the term that presaged war in Iraq, Ms. Rice just as repeatedly declined to say that Washington opposes or endorses such a policy.
