Sorry... that is when the stochastic signal line ("%K" line) dips momentarily below the slower moving line ("%D" line, which is the moving average [usually set at 3 or 5 periods] of the %K signal line). Then, like a porpoise popping up above the surface of the ocean, the signal line pops up above the moving average.

So it looks like a porpoise going underwater for a bit, then jumping up out of the water.

If this happens, then the stock price will normally rise.
