I thought the 70s was basically a 2% return over a decade after correcting for inflation. i.e. standing still.

2% return over inflation is not standing still. Its not a very good return but then the return from an unchanged social security system won't be very good for workers currently under 40. And that assumes the SS can remain unchanged. To continue to provide the same payouts SS taxes will have to be increased,or social security will have to be paid from the general fund and those taxes will have to be increased, by a level that will not be east to accept or harmless to the economy.
