international oil companies from my experience do not want to be in the retail business. You may get some other smaller oil companies to come in but certainly not by demonstrating price controls. no company in there right mind would invest in a political environment that is not friendly to industry.

to get permits, to build a new station from the ground up just isn't worth it any longer to these large corporations. environmental laws, local fights with citizens, restricted hours of operations in some areas, designs of stations, not too many are jumping into new builds but rather getting out of the market selling off to small independent companies. The large international oil company is more interested in exploration than refining and marketing.
