Chevron has most of it. What few others are involved take the easy way and keep prices up, because there is a limited amount of storage for product. No need to give it away.

You have to understand that trade here has always been a oligarchy. The Goverment, Unions, and local business have always banded together to keep "outsiders" out. When you are dealing with offloading and storing Gasoline at a port, it's easy to make it hard on others to break in.

On th mainland, anybody can run a truck into your state and sell gas. Not that easy here.
