Your ignorance of the situation in Palestine and Israel is alarming. Israel has tried time and again to hand policing duties over to the Palestinians. However, the Palestinians have proven incapable of controlling their own people. You're kidding, right? Israel has never handed over the responsibility for policing Israeli settlements in the occupied territories to Palestinians. Ever. If they did, they would have to admit that its not their territory. Where in the world do you get your information from? You want to start again?
