"Responsible fishing" is possible for inshore waters, but not for offshore, as the water is considered international and even if it weren't, it would be impossible to police the vast oceans Somehow I doubt what you say. Like "responsible fishing" is possible for the vast oceans. We have space satellites and the "200 mile limit" could be extended until all the oceans are covered by responsible government. Not all governments will be responsible, and those who are (like Iceland) will win. Losers will be losers as they always are. rgds, pb.
