I guess it is democratic if you mean, by democratic, that it is an elected government (and if it remains a government that allows elections.)

Democratic also means characterized by the principles of social equality, and I doubt that is what we will see in Iraq. But the question (for me) isn't whether the country is democratic or not, the question is whether it turns out to be more dangerous to the US than the former regime of Saddam. That question is the important one, imo, and we won't know the answer to that for quite a while.
