In the Ukraine, My guess, it is rather simple
In good all Soviet time your nationality was printed in your pasport for every official to see: even if you look Ukrainian and spoke Ukrainian perfectly and your passport said that you are Jew that was it . But these people are all gone: settled down in USA, Canada, Israel, Australia, and Germany. Modern passport of Republic of Ukraine and Russia does not mention your genetic background or religious affiliation.
But now any person of prominence (even if his or her family names are of Slavic origin: Chervonenko - somebody who own Gold, Poroshenko -
somebody born in the beginning of winter, Timoshenko named after catholic saint Tomas - ) can just Claim Jewish ancestors – and, after some background check, start sucking to the BIG TIT of JEWISH financial network.
And sure, they should give something back for that favor latter
