Sistani is the chief Shia leader in a Muslim country. How could he say anything OTHER than the constitution must absolutely use Sharia as its basis. Any religious leader would say the same thing.

I'm sure the pope would say every countries laws should conform to and not contradict Catholic teachings (ie, no condom usage and no abortions). To say otherwise would be anti-religious, and the pope can't be that way....
