I think you are nit picking a bit here. First he (Flew) points out how current evolutionists have not reasonably accounted for reproductive life itself. Rather it assumes it. Then he says quite clearly that DNA research indicates that it is designed. I simply assumed that if something shows the qualities associated with being designed that they would include complexity and order. I'm sure there are others but those two seem pretty clear. Just to be clear here are his words again;

argument began with a being which already possessed reproductive powers. This is the creature
the evolution of which a truly comprehensive theory of evolution must give some account.

enormously powerful argument to design."
