"Neo-cons" aren't really in power. They have influence within the larger group of conservatives, who have influence within the larger group of Republicans. The Republicans are in power but many of them are not conservative, and most of them couldn't accurately be labeled as "neo-con".

That's an understatement. The neocons have infiltrated the gov't and strongly influence the president. In turn, The president is the de facto leader of the GOP.
