They have chosen, 70 years ago. A slightly progressive social insurance program. I'm not sure what you are adding to the discussion, especially with "meritocracy over a communism". What's the point? Do you want to turn SS into a welfare program?

There are some interesting pie charts in today's WSJ. I was surprised to see the weight of the SS contribution to government receipts. Individual Income Tax - $966.88B; Social Insurance and Retirement - $818.82B; Corporate Income Tax - $220.26B (other about $170B). The "Unified Budget" certainly can hide a lot of crap, with a surplus and about 1/3 of total revenue.
