I suppose that the statement above would be fascinating if it were true, but as stupid as George Bush may be in some ways, he is not so stupid as to go around "portraying SS as THE program we cannot afford."

Indeed, he is doing exactly the opposite. He suggests that the government borrow enormous amounts of money--trillions of dollars--to finance a transition to a partially privatized system.
