Ah hah! I found the potential skeleton in JTC's closet. They have only one contract with one customer (the Ontario Government), with 4 years to go. There is a renewal clause.

At the current trend, the one contract seems to justify the current share price, even if the company liquidated after 4 years. Assuming they don't, there seems to be a lot of upside here.
