If there is a difference it is not because of the Euro judgement on Hamas or Israel. It is because they realize they must deal with Bush for 4 more years.

For whatever reason, the Euros are in a position where they will not be as supportive of Hamas terrorism as they have been in the past. I think the rise of Muslim violence in Europe also affects their thinking. 911 did have some effect on them.
