Clearly Germany and France are hoping to generate some private contracts. Countries do what is in their perceived best interest. France and Germany sold much to Iraq during Saddam's tenure. There are good profit margins in dealing with the devil. Most people with honor will refuse to deal with him, so those that have no ethos can make big profits. Why do you suppose that these countries were quick to write off the debts when pressured by James Baker of the US? Maybe they didn't want the underlying transactions scrutinized?
