<What would be the intent of such a foolish and dangerous research? >

This goes back to the Potato Famine. Potatoes were a New World crop and did well in the Irish soil that formerly only supported barley and other cereals. A person could feed their family on a fraction of the area, until a fast-spreading disaster hit one year. This worked out quite well for the land owners because they consolidated their power into a smaller group of the wealthiest people. Small landlords were bankrupted along with their peasants.

I can envision an embargo of seed to any nation that was using this stuff. This does seem to have a WMD smell to it, doesn't it? We don't like you - we pull the plug and embargo the seed. You're dead within 6 months to a year. No time for appeal.
