Cutting Medicaid reimbursement to the states? How? The states didn't ask to administer Medicaid, that was thrust upon them. Medicaid is a federal program. The feds collect the money to pay for Medicaid. How can the feds order the states to administer a federal program without federal funding?

The only way would be for the feds to quit collecting Medicaid money, and let the states decide how to administer welfare without federal oversight.

Which is fine by me, philosophically. Health, education, welfare, police, these are all properly state functions.
