This press release by Netscape has to do with CyberSources' software.net, which if you remember took the last license issued by E-data. So any revenue generated from this serivce would be royalties to E-Data. FYI biz.yahoo.com If you look at the other software companies who are taking part in this service, the actual number of companies and products being sold over the Net are much greater than the actual 21 licenses would suggest.
