"Imprecise usage" doesn't equal "clear mistake" which itself doesn't equal "deliberate lie". The system is not bankrupt anymore than the fed government is bankrupt. To use the term for SS and also pursue policies which have made the fed run out of money today and for the last several years is a "deliberate distortion or lie" specifically used by bush to impress people to his cause.
