Because I am a cynic with respect to politics. Ideally, no one should have them. Realistically, we, the Brits, the Frogs, Russia and few others do. We can't stop proliferation, although we should do what we can to slow it down. What we can do is make the price of actually using them so high that no one will. So the various despots can play the game of "I have better toys than you" until they trigger economic collapse in their countries. Their smarter opponents will just train their troops so that when the collapse occurs, they can volunteer sending their troops in to bring stability and don't have to deal with the messiness of actually invading...

I suspect that the Israelis did the work on their own. No doubt they got some pointers from us on the details of the process, either with government cooperation or not.
