You assume that zero tolerance of despots means military only. However, we have lot's of means at our disposal including diplomatic isolation. For instance, with Saudi Arabia, why do we turn a blind eye to them exporting their virulent brand of Islam? I think we should impose santions on them. There are many ways to make despots feel the pain until they change their ways.
